Brief

To conduct an independent review of current crowd safety plans at Notting Hill Carnival 2023 with the intention of developing plans for future events.

Deliverables

• Conducted an independent review of current crowd safety and crowd management strategies, plans and practices at Notting Hill Carnival.

• Reviewed current event management and crowd safety plans to identify any concerns prior to the 2023 event and development recommendations for future events.

• Deployed a team to attend pre-event briefings, meetings, Event Liaison Team (ELT) on event days and on the ground to observe crowd dynamics, the crowd management operation, and command, coordination and communication (C3) processes

• Produced a crowd safety analysis report with recommendations on how to develop the crowd safety strategy for future events.

• Recommendations for increase in resource to support the crowd safety strategy and plan.
